Incentives are money you receive from the Region of Waterloo and do not have to repay. After your renovations are complete, they are deducted from your loan balance. You may be eligible for more than one RetrofitWR incentive – up to $5,500.
Heat Pump Incentives
- Receive $2,500 when you install a qualified ducted heat pump system
- Receive $1000 per unit when you install ductless mini-split heat pumps, up to a maximum of $2,500.
Incentives for Income-Qualified Households
Additional incentives are available for income-qualified households based on the energy savings they achieve.
RetrofitWR defines income-qualified participants as follows:

The incentive is provided on a sliding scale, starting at $1000 for 25% energy savings up to $3,000 for 50% or more energy savings.

Rebates from up to $12,000 for specific upgrades.
Oil to Heat Pump Affordability Program
Free heat pump for income qualified households switching from oil heat.
Home Winterproofing Program
Free upgrades (insulation, draft proofing, smart thermostats) for income-qualified households. Homeowners or tenants must be Enbridge Gas customers.
Energy Affordability Program
Free kits and upgrades (insulation, Energy Star appliances, heat pumps, and energy efficiency kits) for income qualified households.
